Lifang & Partners is pleased to announce that Xiao Pulingling has rejoined the firm as a Senior Counsel, based in our Shenzhen office. A qualified PRC lawyer and CIPP/E certified, Ms. Xiao focuses her practice on data compliance and antitrust. Ms. Xiao was named a Rising Star in Data Protection by Legal 500 for 2025. Her admission transfer is currently in process.

Ms. Xiao has extensive experience advising multinational companies on cross-border data transfers and global data compliance programs across industries such as digital technology, AI, telecommunications, media, automotive, healthcare, finance, and retail. She also handles complex matters involving AI compliance, IPO-related data issues, digital transformation, and child protection.

On the antitrust side, Ms. Xiao has deep experience in merger control filings, compliance program development, and antitrust litigation, offering clients a full suite of antitrust services.

Ms. Xiao holds LL.M. degrees in international law and European law from the University of Zurich and KU Leuven, respectively. Prior to rejoining Lifang, she practiced at leading law firms in Beijing and Shenzhen.
